In ancient Greece, the goddess Athena was regarded as the goddess of wisdom. As a deity embodying reason, skill and intellectual order, she was one of the most revered goddesses. She is also said to have been the patron goddess of the city of Athens, and in ancient Rome she was known as Minerva and is said to have been accompanied by an owl (the sacred bird of wisdom).

The origins of JIPR Limited Liability Partnership date back to 2010, when a group of young researchers from university research institutions began holding policy study sessions aimed at resolving social issues. These meetings, which brought together several individuals from industry, government and academia to engage in lively debate on issues such as water resources, the environment, social security, local government finances, and industrial labour and inequality, sometimes attracted over 20 participants. As a voluntary initiative, it was a long-running endeavour, continuing until 2019. However, due to a combination of factors, including the transfer of core members and postings abroad, the group had effectively been dormant.
From 2020 onwards, as the world faced the global spread of the COVID-19 pandemic, supply chains were disrupted and shortages of various everyday goods arose, leading to widespread public debate on the policy theme of ‘economic security’.
Against this backdrop, one of the members raised the issue of the challenges faced in particular by small and medium-sized enterprise (SME) owners.

‘…I am the only one who knows the know-how for manufacturing the products.
If I die, no one else will be able to make it,” and “…a foreign company has asked me to come and work as a consultant at their local factory because they want me to teach them the technology.”
It was clear that if these business owners remained silent, their technology would undoubtedly end up in someone else’s hands or remain hidden from the world forever; their distress at being unable to take the next step was palpable.
My desire to do something to help business owners facing such situations grew, and I saw a glimmer of hope in the option of ‘US copyright registration’ as a form of intellectual property. Consequently, I devised a specific consultancy support service for small and medium-sized enterprise owners. Following discussions with colleagues, this led to the establishment of JIPR Limited Liability Partnership on 8 December last year.
